Bostic was partly responding to the outburst of violence in Israel and Gaza, said Joseph Trevisani, senior analyst at FXStreet in New York. "You can pretty much count on the Fed taking that into its world view and that's only going to be lower rates." U.S. Treasuries rallied, pushing two-year yields to their lowest in a month, as safe-haven demand was driven by the ongoing Mideast bloodshed and dovish Fed comments. The yield on the 10-year U.S. Treasury , which moves inversely to the price, was down 12.5 basis points at 4.6571%. The Swiss franc , a traditional safe-haven currency, was at 0.9045 to the dollar, which weakened about 0.21%.

The People's Bank of China (PBOC) set a much stronger-than-expected daily fixing, lifting the yuan from a 9-month low hit on Thursday. The yuan weakened against the dollar to 7.3060 in offshore trading after the PBOC set the official mid-point at 7.2006, more than 1,000 pips stronger than Reuters' estimate. China's economic troubles have deepened, with property developer China Evergrande (3333.HK) seeking Chapter 15 protection in a U.S. bankruptcy court. The Japanese yen strengthened 0.38% versus the greenback at 145.29 per dollar after reaching a nine-month low of 146.56 on Thursday.

Additional data on single-family new home sales in May and home prices in April also indicated the housing market has been able to weather rising interest rates from the U.S. Federal Reserve. Morgan Stanley said on Tuesday it was now expecting the Fed to hike its key interest rate by 25 basis points in July, from an earlier estimate of a pause, raising its terminal rate forecast to 5.375%. The euro was up 0.49% to $1.0957 after climbing to $1.0976, the highest since June 22, after comments from ECB officials. Other ECB policymakers weren't anticipating clear evidenceinflation is easing enough that would enable the central bank to pause their interest rate hikes. The euro rose 0.84% against the yen at 157.830.

Dollar flat as investors digest China's loosening of COVID rules

The dollar was flat on Tuesday after China said it would scrap its COVID-19 quarantine rule for inbound travelers - a major step in reopening its borders, even as COVID cases spike. At the same time, Beijing downgraded regulations for managing COVID cases to the lighter Category B from the top-level Category A. "There seems to be no let-up in the pace of relaxing COVID restrictions despite the surge in COVID cases in the mainland." Elsewhere, the euro rose 0.1% against the dollar to $1.0640. With UK markets closed for a public holiday, trading in sterling was muted, leaving the pound down against the dollar at around $1.2031.

The dollar index has fallen to 106.65 from a 20-year high of 114.78 on Sept. 28 on expectations that its rally may have been over stretched and as the Fed looks to slow its pace of rate increases. The greenback was also likely supported after the dollar index reached the 200-day moving average at 105.369. The dollar had dipped earlier on Monday despite other safe-haven currencies the Japanese yen and the Swiss franc gaining on concerns about China. The risk sensitive Aussie dollar , which is strongly tied to Chinese growth, was the worst performing major currency, falling 1.61% to $0.6649.
